A master plan was developed in conjunction with the Oregon Military Department, Baker County and Blue Mountain Community College. This broad participation expands the project into a multi-functioning facility, which can be used by the entire community. This combination of spaces will provide a conference center for Baker County and a satellite campus for Blue Mountain Community College. The first phase of the master plan includes construction of the new 30,000 SF National Guard Readiness Center.

A key security design element includes stand-off perimeters integral to site design. This is complimented by the use of anti-ram knee walls, bollards and columns, earth berms, vehicle access restriction, and controlled site access.
